A licence to represent a manufacturer allows for agent representatives for non-domestic manufacturers and those under contract with domestic manufacturers, to take, canvass for, receive or solicit orders for beverage alcohol.

A Liquor Delivery Service Licence allows for the delivery of liquor to the public for a fee.
Liquor Sales Licence and Endorsements

Liquor Sales Licence - such as bars, restaurants, hotels, clubs, and taverns - are licensed under this single class of licence.

The holder of a sales licence may sell and serve beverage alcohol in a licensed establishment where light meals* are available. When a liquor sales licence is combined with an endorsement, the licence holder may sell and serve beverage alcohol under specific circumstances and conditions.

Light meals usually, but not always, include five main selections with at least four snacks or side dishes. The menu must offer a selection that will allow a reasonable variety of meals, either as a single order or by combining orders.

Endorsements
The AGCO issues six (6) types of endorsements that allow liquor sales licensees to sell and serve beverage alcohol under specific circumstances and conditions. Endorsements are additions to the liquor sales licence and a separate application form must be completed. Licensees may hold more than one endorsement but endorsements are only valid when combined with a liquor sales licence and a separate application form must be completed. Endorsements are renewed at the time the establishment's Liquor Sales Licence is renewed.
The endorsement types are as follows:
  • Brew Pub Endorsement
A brew pub endorsement permits the sale and service of beer manufactured by the licensee on the licensed premises, for consumption on the premises to which the licence applies.
  • Catering Endorsement
A catering endorsement permits the sale and service of beverage alcohol to an event that is in an unlicensed area other than a licensed establishment. The catered event must be sponsored by someone other than the licence-holder, must have light meals available, and the event cannot be more than ten (10) days.
  • Golf Course Endorsement
A golf course endorsement permits the sale and service of beverage alcohol to golfers for consumption on the playing area of the golf course. Alcoholic beverages may be served from mobile vending carts that must be operated by an employee who is 18 years of age or over. Non-alcoholic beverages must also be available.
  • Mini-Bar Endorsement
A mini-bar endorsement permits the sale of beverage alcohol from a mini-bar dispenser in a room rented by guests in a hotel or motel which has licensed premises.
  • Room Service Endorsement
A room service endorsement permits the sale and service of beverage alcohol to persons registered as guests in a facility that rents overnight accommodation such as a hotel or motel provided the facility has a liquor sales licence.
  • Wine Pub Endorsement
A wine pub endorsement permits the sale and service of wine manufactured by the licensee on the licensed premises for sale and consumption to patrons on the licensed premises.
Manufacturer's Licence
A manufacturers' licence gives authority to a manufacturer to sell its wine, beer or spirits to the Liquor Control Board of Ontario.
Mini Bar Licence
A mini bar licence authorizes the sale and service of beverage alcohol from a dispenser in a room rented as overnight accommodation on the premises to which the licence applies. Establishments holding a liquor sales licence do not qualify for a mini bar licence but may apply for a mini bar endorsement.
Renewing A Liquor Sales Licence

A new liquor sales licence is valid for two years. Renewals are valid for three years.

A renewal notice and application form will be mailed to the licensee by the AGCO, as a courtesy, 60 days prior to the expiry date shown on the licence. The licensee must return the completed renewal form and the appropriate alcohol licensing fees payable to the Minister of Finance, prior to the expiry date. There is an additional charge for late renewals.

The licence cannot be renewed if the licensee is in arrears for Retail Sales Tax (RST). If in doubt, contact your local RST office. You'll find the address in your local phone book "blue pages" under Finance - Ministry of; Retail Sales Tax District Office.

Remember, it is illegal to sell or serve beverage alcohol with an expired licence.
